Description
Transport for London (TfL) is seeking to award one contract for the provision of maintenance services in respect of bus stops and shelters.
The maintenance services will consist of the following:
• Cyclical Cleaning
• Safety Inspections
• Responsive Cleaning
• Graffiti Removal
• Printing and Posting of Timetables and Publicity
• Light maintenance and repair of timetable display units
• Responsive Cleaning of Night Buses
• Perform the CDM Principal Contractor role;
• Use of TfL’s Asset Management Information System

The procurement process is being conducted on behalf of TfL. TfL operates as a functional body of the Greater London Authority under the direction of the Mayor of London. Economic operators should note that this procurement is being undertaken under the Negotiated Procedure as set out in Regulation 47 of the Utilities Contracts Regulations 2016.
To express an interest and participate in this opportunity, economic operators need to complete and submit a response to the Selection Questionnaire (SQ) by the deadline date of 27 February 2023.
To access the procurement documents and complete and submit the SQ, economic operators will need to be registered on the online e-tendering portal. To register or to check to see if you are already registered log on to https://s1eu.ariba.com/Sourcing/Main/ad/selfRegistration?realm=TfL
Following the selection process, pursuant to the SQ, TfL intends to invite four economic operators to the next stage of the procurement process, where it will require those economic operators to submit an initial tender. Where less than four economic operators meet TfL selection requirements TfL will only progress those who have satisfied the selection criteria provided that TfL is satisfied that the number to be invited is sufficient to ensure genuine competition. Where there two or more economic operators who are ranked equally in 4th place (i.e., 4th ranking economic operators achieve the same score) in respect of the selection criteria then TfL will shortlist and invite those economic operators who are ranked in joint 4th place to submit an initial tender. Further details in relation to the selection of candidates are set out in the SQ provided as part of the procurement documents.
The value of the tender represents the maximum estimated value of services anticipated to be awarded across the contract. The estimated total value range across this contract is £35,000,000 to £45,000,000 GBP.
TfL reserves the right to withdraw from the procurement process and may award the contract in whole, in part or not at all as a result of this call for competition. TfL shall not be liable for any costs or expenses incurred by any candidates in considering and/or responding to the procurement process.
Tenders and supporting documents must be priced in Pounds Sterling and all payments made under the contract will be in Pounds Sterling, unless otherwise advised.
