Unfortunately due to the Corona virus pandemic and staff being redeployed, there will be a delay with processing submissions.

An open Framework Agreement for Specialist Care and Support with two Lots. Suppliers can apply to be placed on the framework throughout the term. This will incorporate services for adults and children in the following groups; • Learning disabilities • Mental health • Acquired brain injury, autism and transitions The service is to be available throughout the area of North Somerset for those providers wishing to provide care and support services within the North Somerset boundary. If you are a current provider of services to a North Somerset Client who lives outside of the North Somerset boundary, you must apply to this Framework to continue providing services to these Clients. Lot 1 Specialised Care and Support Services Supported Living for Shared Accommodation, Core Support, 24-hour packages and Clients who have packages which are 105 hours or more per week. It will cover Clients with a Learning Disability, Mental Health Disorder, Physical Disabilities/ and or an Acquired Brain Injury, Autism and Transitions. Providers attached to this Framework Agreement will allow North Somerset Council to undertake a flexible approach to procuring Care and Support into supported living. North Somerset Council may undertake mini expressions when a client has a 24-hour package, there is core support a shared element of care and support, when a client has 105 hours of care and support a week or more, or a new supported living scheme is being developed. Lot 2 Specialised Care and Support Individualised Packages for people with a Learning Disability, Mental Health Disorder, Physical Disabilities/ and or an Acquired Brain Injury, Autism and Transitions. Providers attached to this framework will all allow North Somerset Council to undertake a flexible approach to procuring smaller packages or care and support. All packages through this Lot will be for one to one support to a client which has under 105 hours per week and who does not need support overnight in the form of a sleep in or waking night. Providers will access and accept packages of Care and Support through North Somerset Councils Contracts and Commissioning Team and this will be in line with Appendix 4 The Care Package Process# Social Value Policy & Guidance: http://www.n-somerset.gov.uk/my-business/tenders-procurement/social-value/our-social-value-policy/ To be awarded a place on this framework you will need to have a local registered office (an office if you are not a registered provider with CQC), where the Care and Support will be delivered from. By local North Somerset Council requires this to be within North Somerset, Bristol, Somerset, Gloucester or Bath and North-East Somerset. (Please note that providers who will be delivering Care and Support outside of North Somerset, this is not applicable.) We require at least 2 local references from either; • Another local authority or health commissioner who manages a contract with the same branch that would be servicing this contract. • Service users receiving a service from the same branch who would be servicing this contract. This is because the quality of the service provision is predicated on the quality of the local management team and we require evidence that the branch that will be servicing our contract/s is offering a high-quality service.

An open Framework Agreement for Complex Care and Support. This will incorporate services for adults and children. 1.1 This contract is for the provision of complex health and social care to children, young people and adults. It is not compulsory to provide support to all age groups. For the purposes of this agreement a Complex Need is defined as; • Clients in need of clinical intervention and possibly nursing care • Clients with physical disabilities that require staff to have specialist knowledge, understanding and competencies • Administering medication and managing specialist equipment such as CPAP machines and PEG feeds 1.2 The Service is to be available throughout the North Somerset area. 1.3 Complex health and social care for the adult and child population will comprise of a home care service that supports; • those people eligible to be funded by the BNSSG CCG and deemed to have a Complex Need by the funded health care team. This will largely involve people in need of clinical intervention and possibly nursing care • children, young people and adults deemed by the Council to have a Complex Need This agreement does not cover Clients with a Learning Disability or Mental Health diagnosis unless their primary need is a Complex Need. An open Framework Agreement for Spot purchase of Care and Support. This contract is for the provision of care and support to children, young people and adults. It is not compulsory to provide support to all age groups. Care and support in the home or community for those people assessed as the Council as having a care and support need under the Care Act 2014 and those people eligible to be funded by the BNSSG CCG and deemed to have a long term health need or be in need of end of life services. Spot purchase of ad hoc domiciliary care packages including but not limited to: • If a Service Users is on holiday or required to stay with family the Council is responsible for ensuring care is received from a Provider based out of our area • If a Service Users has a private funded package of care, with a Provider we do not contract with, • If a Service Users has a package of care with a Provider funded by a direct payment and the direct payment is taken away from them • If the Council provides a funded package of care outside of the District e.g. to support a university placement. To be awarded a place on this framework you will need to have a local registered office (an office if you are not a registered provider with CQC), where the Care and Support will be delivered from.
