Social Care Tenders

Social Care Tenders have undergone radical changes in recent years. The introduction of the Personalisation Agenda, the focus on Outcomes based initiatives such as Reablement, and the migration to Direct Payments, Personal Budgets and Individual Service Funds have caused many service providers to change both their professional approach and their business model.

The emerging competition from Third Sector service providers, together with wholesale reductions in Commissioners' budgets for Social Care Tenders requires bidders to reassess their proposition in qualitative as well as economic terms. This is increasingly relevant as Local Authorities and Primary Care Trusts work ever more closely together to deliver efficiencies in service delivery.

The Framework Agreement is for the provision of Domiciliary Care Services for Adults, Children and Young People. This contract will be available for use by Durham County Council on its own behalf and on behalf of North Durham and Durham Dales Easington and Sedgefield Clinical Commissioning Groups (CCG’s). It is not anticipated that CCG’s will use the Contract from inception, though the intention is that care packages required by CCG’s will be included within the first year of the agreement. ECC shall produce a ranked list per district, client group, and service type, ranking the bidders in descending order based on their overall score. The ranked list will operate for general home support needs under the Live at Home framework model. Care packages will be placed with the highest ranked provider on the relevant list.
