Social Care Tenders have undergone radical changes in recent years. The introduction of the Personalisation Agenda, the focus on Outcomes based initiatives such as Reablement, and the migration to Direct Payments, Personal Budgets and Individual Service Funds have caused many service providers to change both their professional approach and their business model.

The emerging competition from Third Sector service providers, together with wholesale reductions in Commissioners' budgets for Social Care Tenders requires bidders to reassess their proposition in qualitative as well as economic terms. This is increasingly relevant as Local Authorities and Primary Care Trusts work ever more closely together to deliver efficiencies in service delivery.

Providers must recognise the role they play in ensuring that people with learning disabilities experience the good health and well-being necessary to live a meaningful life. National funding is being made available for a further round of trailblazer sites during 19-20 to build new capacity of Mental Health Support Teams. MHSTs will have three core functions:

1) Delivering evidence based interventions for mild to moderate mental health issues.

2) Supporting the designated senior mental health lead in each education setting to introduce or develop their whole school or college approach;

3) Giving timely advice to school and college staff, and liaising with external specialist services, to help children and young people to get the right support and stay in education.

The supplier will recruit, assess, train and manage the carers to ensure that all services, accommodation and the care and support provided, meets the needs of the people accessing the service.

Carers are self employed and are not the employee of the suppliers.
